High-level discussions with American, Moscow, and Kyiv officials commenced in the United Arab Emirates this Tuesday, marking the most recent step in attempts to achieve a resolution to end the protracted conflict in the region.
American military official Dan Driscoll apparently met with a Moscow team on the eve of the talks, with negotiations proceeding into the following day.
āThe talks are going well and we remain optimistic. He is working in tight alignment with Washington as discussions unfold,ā an official representative stated.
Ukraineās top intelligence official, Kyrylo Budanov, was also expected to participate in the proceedings, though the exact format was uncertain whether direct talks with Moscowās representatives would happen or if separate bilateral sessions would be conducted.
The composition of the Moscow delegation was not immediately clear. āI have nothing to say. Our position is to monitor press coverage,ā a Kremlin representative told state media.
These talks come after prior negotiations in Switzerland where American and Kyiv representatives modified a preliminary US framework for ending the conflict.
Russia has so far not accepted the most recent iteration of the proposal and is not expected to accept many of the Ukrainian revisions.
Moscowās foreign minister, Sergei Lavrov, stated that any revised agreement must reflect the āessence and wordingā of what was discussed during previous high-level talks between the two nations.
European leaders are apparently finding it difficult to stay engaged in the negotiations as American representatives take the lead.
The Finnish leader, Alexander Stubb, who has stepped forward as a primary interlocutor between Washington and EU officials, commented that the immediate future would be crucial in attempts to secure a peace settlement.
He reportedly held discussions with Volodymyr Zelenskyy and Nato representatives, emphasizing that āUkraineās destiny must be determined by Ukrainians, and European security is for Europe to decide.ā
At the same time, the Franceās president, the French official, warned against a settlement that would amount to a āconcessionā for Ukraine.
āWhat was put on the table gives us an idea of what would be acceptable for the Russians. However, must Kyiv and European nations consent to these terms? The answer is no,ā he declared.
American proposal was originally made up of numerous clauses and was based on discussions between US and Russian officials, with input from Kyiv defense authorities.
Major aspects of the plan allegedly involved:
American representative allegedly went to Kyiv to inform Zelenskyy on the proposal and urge rapid approval.
This pressure, coupled with the disclosure of the proposal, apparently took by surprise Kyiv and EU officials.
Zelenskyy stated that the nation was facing one of the toughest periods in its existence and was being compelled to choose between āsurrendering honor or sacrificing a vital partner.ā
Later, the US official informed Nato ambassadors on the proposal in the capital, with one attendee describing it as āan extremely difficult sessionā and noting that European officials were stunned by both the substance and manner of the presentation.
The US administration later moderated its position, stating that the comprehensive plan was an āopening point for discussionā rather than a final ultimatum.
While peace efforts proceed, Moscow has continued its nightly attacks on Ukraineās cities.
Russian forces allegedly launched numerous of projectiles and hundreds of unmanned aircraft at objectives in and around the capital, according to Kyiv reports.
The Ukrainian president emphasized that Moscow must not feel it could prevail in the conflict while negotiations were ongoing.
āWhat matters most now is that all partners move toward diplomacy together, through joint efforts. Pressure on Russia must deliver results,ā he stated.
Kyivās mayor reported that multiple people had been killed in the overnight assault on the city.
